From Vision
to Verified Impact
TPSL was conceived as a response to a clear gap in Uganda's development landscape — the need for a firm that combines rigorous research methodology with practical, on-the-ground project execution.
Registered in 2018, we began formal operations in 2021 following disruptions caused by COVID-19. Rather than seeing this as a setback, our founding team used the period to sharpen our frameworks, deepen our networks, and build a team of specialists whose combined experience spans decades across the public sector, UN systems, and international NGOs.
Today, we design and execute targeted development-oriented services within defined timeframes — leaving our clients responsible only for quality assurance of what we deliver. We are an easy firm to work with: flexible, adaptable, and fully committed to your results.
Our Journey
2018
Firm Registered
Transformative Project Services Ltd officially registered in Uganda, founded by Pascal Onegiu Okello with a clear social business mandate.
2020
First Field Work
Conducted an independent rapid survey of Uganda's public coping with COVID-19 and the national lockdown — our first major published research contribution.
2021
Formal Operations Begin
Post-pandemic, TPSL launches full service delivery with a growing specialist team and a strong pipeline of projects across Uganda.
2022 – Present
Growth & Impact
Expanded into capacity building for Faith-Based Organizations, digital development, and partnership with Total Uganda's Tilenga CSDP at Anaka.
2025
Scaling Forward
GPM website delivery, continued pro bono community work, and a growing digital services portfolio — with two active offices in Kampala and Pakwach.
